Chief Executive Officer

Shawn M. Donaghy joined C-TRAN in 2017 and serves as the agency’s Chief Executive Officer. With more than 25 years in transportation, Mr. Donaghy’s background includes both private and public intermodal transportation working in operations, maintenance, information technology, safety and risk management, security and transit police, collective bargaining and intergovernmental relations. Prior to C-TRAN, Mr. Donaghy worked with Trinity Metro in Fort Worth, Texas, and the Southwest Ohio Regional Transit Authority (SORTA) in Cincinnati, Ohio.

A third-generation transportation executive, Mr. Donaghy holds a Master of Public Administration degree from Tarleton State University and a Bachelor’s degree from Northern Kentucky University, is a graduate of the Leadership Fort Worth class of 2016, and named one of Mass Transit Magazine’s Top 40-Under-40 in 2016. He is also a member of the Conference of Minority Transportation Officials (COMTO) serving in the Greater Cincinnati, North Texas, and Oregon / SW Washington Chapters as well as the agency’s membership of Latinos in Transit. Additionally, he serves on the Columbia River Economic Development Council Board of Directors, the Southwest Washington Regional Transportation Council Board of Directors, and the Washington State Transit Association (WSTA) Executive Board. As a member of the American Public Transportation Association (APTA), Mr. Donaghy serves on the APTA Board of Directors, as well as his election as President of the National Bus Coalition. He also serves on the following APTA committees in various capacities:
