January 2026 fare restoration

C-TRAN is proposing changes to some fares in 2026, continuing the gradual fare restoration that began in 2024 to support current service and future growth. With these proposed changes, fares for most riders will remain below where they were prior to January 2022, when a temporary fare reduction was approved by the C-TRAN Board of Directors.

The following fare changes would take effect January 1, 2026:

Other changes

C-TRAN is also proposing two additional changes to its fare structure:

  • Low-Income Fare: Make low-income riders eligible for Honored Citizen fare products. This would eliminate the need for a separate Reduced monthly pass, and give low-income riders the benefit of fare capping, using same pay-as-you-go model as other Hop Fastpass products.
  • Education Opportunity Pass: Expand the existing Education Opportunity Pass program, now available to Clark College and WSU Vancouver students, to include C-VAN riders at those institutions.

Why restore fares now?

C-TRAN is committed to reviewing its fares on an annual basis. Following the temporary fare reduction that was implemented in 2022 and extended through 2023, the C-TRAN Board of Directors approved a partial fare restoration that was implemented in January 2024. As part of the agency’s long-term planning efforts, restoring fares to pre-2022 levels has been identified as an initial step to address a challenging fiscal forecast. Due to inflation and other factors, growth of expenses is beginning to outpace growth of agency revenue. This proposal would continue the agency’s efforts to gradually restore fares. Another step would tentatively take effect in 2028.

Fares are an important revenue source for C-TRAN, and part of a larger strategy that keeps C-TRAN a financially healthy, debt-free agency.

Share your feedback

C-TRAN will gather feedback from the public before any fare proposal is finalized. Outreach will include two in-person open house meetings in June and July. A public hearing will be held during the C-TRAN Board of Directors meeting at 5:30 PM on September 9, 2025, in the C-TRAN administrative office, 10600 NE 51st Circle, Vancouver.
