Chief Executive Officer

Leann M. Caver became C-TRAN's Chief Executive Officer in 2024 after joining the agency in 2021. She is the sixth CEO in C-TRAN’s history.

Caver, a graduate of Warner Pacific University, has spent more than 20 years in public transportation, beginning her journey as a bus operator. She previously served as the C-TRAN’s Deputy Chief Executive Officer, and before that Chief Operations Officer, Director of Diversity, Equity, and inclusion/Organizational Development, as well as Manager of Operations overseeing C-TRAN’s largest divisions. She started her transit career at TriMet in Portland, starting as a coach operator before advancing into various other roles.

Caver represents C-TRAN and serves Southwest Washington communities in a variety of ways. Her work with local youth organizations continues to ensure that our next generation has much-needed access to resources and pathways to success. Under Caver’s leadership, C-TRAN has grown its internship programs, and significantly expanded its community partnerships. C-TRAN lives out its core values every day, providing access to opportunity for all people.

Caver is a member of the Conference of Minority Transportation Officials (COMTO), WTS International, and the Greater Portland Hispanic Chamber of Commerce. She serves on the Board of Directors for both the Greater Vancouver Chamber of Commerce and YWCA Clark County. Caver is also active in the American Public Transportation Association (APTA) and the Washington State Transit Association (WSTA).
